IPS-SAM Report on Development of Community Arts in Singapore
Client Segments
[Eg. For at risk youth, some could have behavioural problems and be beyond parental control. Others could merely be disengaged and bored in school. Because it seems like different engagement strategies can be customized to these sub-types, it may make sense to segmentize.]
Size of the Issue
[Size of the universe (size of total potential need/demand for services)] [Size of expressed need (those receiving services and on waitlist)]
Desired impact for target group
[If we have no conception of what counts as a ‘good death’, ‘social inclusion’, ‘engaged youth’ , then it would not be possible to determine whether our policies and services are performing well]
Needs of Community Artists
Need for adequate funding
Existing Resources
WeCare Arts Fund Programme - by National Arts Council (NAC) and the Community Development Councils (CDCs).It was launched in 2014 with S$1.5 million over three years. According to Rosa Daniel (CEO of NAC), the fund has reached more than 8,000 beneficiaries through more than 300 programmes over those three years. In 2017, NAC & CDC renewed their partnership and agreed to set aside S$1 million for 2018-2019. Funded by the NAC’s ArtReach initiative and administered by the CDCs, the fund supports Social Service Organisations (SSOs) with up to S$5,000 per arts project to cover artists’ fees, materials and other project costs. (Today 5 Sep 2017)

Existing Resources
Arts for Ageing Well Study (commissioned by NAC, led by Andy Ho of NTU) studied a sample of 1,000 participants aged 50 and above. Those who attended arts events were significantly more likely to experience better self-perceived health, cognitive functioning and social support, compared with those who did not attend arts events. Those who participated in the arts were significantly more inclined to have an elevated sense of fulfilment and life meaning, and possess better mental well-being. (ST 6 Sep 2017)

[OH! Open House]
http://ohopenhouse.org/ OH! started in 2009 as an art walk that brought art out of museums and galleries. By 2014, OH! became a non-profit art organisation and they focus on: 1) Provide alternative ways to experience art, outside of museums and galleries; 2) Giving local artists opportunities to experiment with site specificity — to unlock or even give new meanings to our everyday spaces; 3) Challenging audiences to think deeper about the immediate environment they inhabit, and the larger context of Singapore
